I am writing to you in connection with

regarding your application on behalf of the University
of Hong Kong for a portion of the Boxer Indemnity Funds,
as I want to explain to you that for the moment we do
not propose to reply cfficially to that despatch.

afraid, however, as far as I can see at present, there
is very little likelihood of their agreeing to allocate
any of the Funds to the University. I can promise,
however, that we here will do anything we can to keep
the claims of the University to the fore.
